, rotation is fine. You should be able to weave SF/Incin 1:1 a lot of the time - try to do that. you'll need to be standing at least 25 yards from your target.
You should be able to pull 5k on patch with that setup.
You may get people responding to this thread telling you that 40/31 is dead. Its not dead, its still a viable spec, but its not the "top" spec it was theorycrafted to be pre 3.1's release. conflag was nerfed fairly hard 36 hours after they released the patch, which has gimped the spec quite a bit.
Have a play around with 41/30, it may work out better for you. Also, try and work into the habit of weaving SF 1:1, if you can't get in the habit of using it "properly" just drop it out and put the points into crit.

(spell penetration isn't a PvE stat. all gems should be 19sp. don't gem for crit.)

it's still a dps gain but not as much. a SF provides far better DPET than an incinerate so 1in3 is better than all incinerates but 1in2 is best.
the issue that is raised, though, is that to get decimation we have to drop 2 points out of DT. the more you can use SFs the better that decision becomes. if you find yourself never getting a 1:1 weave going or, for whatever reason, not using SF much on boss fights then 4% crit may be a better option.
the problem is that it's very difficult to find the line where one becomes better than the other. i've tried to get simcraft to run a test with 1in3 to compare to 41/30 without decimation and i can't see a way to set up the action list to accomplish it.
to be clear though, the simulations which show 0/41/30 to be as dominant as it is assume a 1:1 weave from 35% onwards. the simulation models ideal circumstances and we, the players, need to temper that knowledge with a little in-game experience.
