If you can get a slow 1hd weapon such as a 2.5 or 2.6 speed main hand, you'll do fine. Otherwise, don't bother. 2hd will always out perform with 3.1 changes, if only so slightly.
Also, from my personnel tests, 5/5 Necrosis was making up 0.4% of my DPS when I was DWing boss dummies, according to Recount. It's simply not worth it, IMHO.

If necrosis was doing 0.4% total damage then the boss dummy was most likely at low health, causing it to hit for ~1 (yeah it's a type of bug).
Either that or something's seriously wrong with your dmg meter, I strongly doubt that your white attacks made up 2% of you total dps. =P

yeah, it was at about 0% health. So, I guess that would make sense then. My white attack dps was 2nd or 3rd on the Recount list, I forget which. But Necrosis was staggeringly low. Which might explain it seemed to perform so poorly.
Must be if the target is at 0 health it doesn't deal it's damage? Making the dmg meter miss the bonus.
I guess that makes sense.

OK so i just tested the build without reaping... and my dps went WAY down.
So should i take 3 points out of black ice, or take three out of icy talons, or drop icy talons all together and take dirge instead?

It sucks losing Wandering Plague but it's picks up everything you need, it's important to max out some of those talents, such as 5/5 Black Ice, it's 10% damage to nearly everything but PS and 1-2 other abilities.
Alright, thanks a lot.
But what about icy talons? i could just drop three from there and put them in wandering plague. Or drop it all together.
Do you think icy talons is really worth it Lynri?

Thanks again Lynri you helped me out a ton, saved me from being frustrated with specs again haha.

Ive said it once and ill say it again. Get a 2h and maximize your dps. Who wants to live a mediocre life?
In my opinion, dual wielding is more fun. So unless it totally sucks in end game content, im going to do it. If it does suck, ill go 2hand, but until then im going to dual wield.
