Stamina > agility/int/everything else other than strength? I realize it's for solo leveling, but mail will help mitigate a lot of damage (certainly more than a combat rogue's leather will) and LHW and HW make for not a lot of downtime anyway. I would put stamina after pretty much everything except the white hit cap (which is impossible) and strength. You're a DPS class, not a tank. Furthermore, it is probable that there will be sufficient stamina on BC and WotLK gear anyway, so it's not worth fussing about.
QFT because I got/ can get by with only about 3k health in the OLs. Also thats a typo on the Windfury 2H weapon it should be 2.6 speed or slower as the internal cooldown is that long while really yes 3.0 and slower is much nicer. Remember in the words of GoGoGodzilla: "Slow, slower, shaman." Words to live by as an enh. shaman. Also your build I realize this is purely for leveling and the like a "slight" hybrid between pure leveling and some pve material can be nice if you do plan on instance running:

I personally like it because theres some flexibility in it with the 3 extra points and that 3rd major glyph can be any enhancement glyph. The minor ones are ones that I thought would give the least amount of downtime. Also I do realize that yes once again its leveling but agility is so much more beneficial that its worth having the less health like the DPS specced person you are.

I am also about to start a Shaman. With the mana reg nerf I wonder if it might be beneficial to get 3 points in Improved Shields for better mana reg. Once Shamanistic Rage and Improved Storm Strike are fully skilled a re-spec isn't that costly (Imp. Shields should not be necessary then because those abilities give lots of mana) but I guess the mana reg will greatly help while leveling pre-50.

You could add a leveling requirement for all the "Call of..." quests. Other than that, added to the list of Helpful links.
