While raising an interesting point. I think the additional dps given by flametongue or windfury on your off hand would provide better survivability. Everything will die faster. Maelstrom stacks very quickly, so healing yourself in a bind is usually available.
The proc on earthliving doesn't happen quite enough to be helpful for self-healing. Earthliving is best used when using chain heal, each person it jumps to has the chance to proc, so it will proc more often per heal casted.
Flametongue will improve your self heals, adding to the +sp just by itself. I would stick with that if you wanted to help your heals a bit.
My shaman's main spec is Resto. I just recently dual spec'd to enhance. It's a very different experience. And gearing for it is proving to be interesting...hunters always roll on the same stuff I do.

You can put earthliving on both weapons but it's only viable in one scenario. Spam trade channel and LFG channel for an hour for a healer but you don't find one. If you just can't find a healer now you can do it. You will have the bonus of big spell damage and healing and a larger mana pool, but you don't have the healing spells that a resto gets.
You can do some places like that though, as enhance healer. But I wouldn't do that to often, your down playing your talents by not having WT/FT on the weapons.
