Hmm, stick with your paladin and get it up up up past 22, they get much easier to handle as you get new stuff :)
Could you link your talent build and give a little bit more info, an armor link would be great. Can't really tell you how best to deal with the problem if we don't know what the cause is.
Something you might want to consider though: killing mobs at your level or lower than your level (if you are struggling)
And at that level there isn't really a rotation as such, run in and judge, hit excorcism/judement whenever they are up, throw in a HoJ to stun them and lower the damage you take (/inrease your damage by forcing crits with SoComando - which i assume is the seal you are using?) - you could think about using Consecrate aswell but that sucks away mana big time and isn't really worth it.

First off I hope you are using Seal of Command. If you aren't, then do.
Dont spam consecrate. There is no need to do it more than once...if at all. Only consecrate if you have several on you. Exo and Cons both eat up mana....avoid them unless you need them.
Judging Light is the best. Be sure to be using a 2handed weapon (mace or axe). Maces are easier to find at your level. If you are low on mana at your level, sit and drink something. You shouldn't need to often, but it does happen. Later, if you need mana, use Seal of Wisdom and judge wisdom. (only when you have hp to spare).

Rotation should be:
Single (or 2) mobs: Judgement, Auto-Atk. (Ret Aura)
Multiple mobs: Judgement, Consecrate, Auto-Atk. (Devo Aura may be just as good at your lvl so Devo/Ret)
Honestly, you should be able to take 2-3 mobs 3 lvls higher than you without much of a problem. Make sure you JoL whenever its off cd. Take advantage of Stun crits with SoC. It gets better around lvl 30, believe me.

You should kill mobs 1-2 levels below you if youre having issues. You can pretty much auto attack them to death without dieing. Remember to heal and eat when you get below half health!

Guys, in case you didn't notice, the OP mentioned he's not taking on anything higher than 22, so it's not a case of overpowered mobs and poor hits.
To the OP - when you're questing, how often are you actually dying? Once a fight? Once every 5 fights? Once every 20 fights? Are you taking on too many mobs at a time?
If it's not on a regular basis (every few fights) basis, then chances are it's that you're not eating/drinking between fights, as Quest points out.
It could be that you're not using your skills and toolbars effectively - keep the skills that you use in battle close together and remember where they are, so you don't waste time looking for them.
Also - learn what your 'emergency' buttons are. As a paladin, you should be able to cast Hand of Protection or Divine Protection on yourself - this should give you time to cast a heal. You also have Lay on Hands - this brings you up to full health. Don't be afraid to cast these if you're about to die - waiting 20 minutes to use it again is better than wasting 5 minutes dying and running back to your body.

I have a Lv 22 Blood Elf Paladin and I can't stay alive very long while questing. All my Talent Points are in Retribution for leveling and I have all the abilities I can get at my level. I sometimes have that same problem with my Lv 22 Warlock but thats a different story. I think the problem is that I do not know rotations to keep myself alive. Usually when I get into a battle, I open with a Judgement (depending on if I need Mana or Health), cast Exorcism (not all the time) and then attack. I also have never gotten anything past Lv 22. I just find it difficult for some reason. I think the problem might be that have not gone through any instances to get better gear. If someone in on Dethaccus please help me. Or tell me some tips when playing a Paladin. Rotations, tips, personal experiences, anything. I have one Lv 80 friend who was supposed to help me with instances, but he hasn't been on to help. When he gets on, its only to do Raids now.
all classes have sticking points taht make them seem to be a bit harder to level than others.. for you every class seems to stymie out at 22.. you need to pick a class that you like better than the rest and just tough it out... ding 23 and you'll get past your mental block. as someone said, it gets easier the higher up you get cause you get more abilities that do damage.
One thing I did at lower levels was to put seal of wisdom on myself, and judge light, that way you have a constant mana flow as well as a constant health flow. Only consecrate when there's a bunch of mobs, and the same goes for exorcism... they are both mana eaters and at the lower levels you don't have a large mana pool to begin with. Seal of command is better for damage dealing, but whatever you do, make sure you judge light on them for the health back. if you're fighting one on one that health back will make the damage dealt to you tons easier.

I hope he knows about hot keys and isn't clicking from the spell book, took me awhile to learn about that...
Also he probably doesn't know how to link his character. Took me a lvl 80 and a lvl 48 until I learned about

Everything we are probably saying is like a feign language to him, ik it took me forever to understand what ppl were saying on the forums and I was always looking for fast answers so anything that did a long explaination I ignored.
The best thing he can do is stick with his toon, it is natural for a person to go though alot of classes before he finds one he likes. I went though about 4 toons on different servers before I played a toon past lvl 13 and stayed playing him all the way to lvl 80.
Also joining a lvling guild would be great for him, made the difference for me. That way you are learning to play with other people, having a community and easy to access help is the best thing. Ik cause I ran a lvling guild for a long time. Makes me sad the merger with another guild went so bad. Had a little too much guild loyalty... now there are alot of copies of my guild on my server.
