First, to allow you to survive unavoidable AoE abilities.
Second, to make sure items aren't too powerful by balancing stats with extra stamina.
Third, to prevent people from farming PvE raids and get BiS items then going in a BG and destroying everyone in one shot (or being completely unkillable) because their no-stamina gear has too much offensive/healing power on it.
That's the way I see it, at least...

You're comparing an item from the 3rd tier of raiding from BC to an item from the 2nd tier of raiding in WotLK. The only thing that's close between those two shields is the spell power. Sure, the Bulwark gave more crit at it's respective level cap than the spellshield does, but like I said, 3rd-tier to 2nd-tier, not an equal comparison.
Not to mention the massive amount of raid damage flying around that that shield will absorb for you (via the 61 extra stamina). I'd take the Spellshield any day. (at 80)

From a PvE perspective, they are almost identical, with the Pulsing Spellshield being a small upgrade. The sad part is, one is a level 80 item and the other is a level 70.
The level 80 ones has nearly twice as much crit, twice as much intellect, and a whole bunch of haste that the level 70 doesn't have. Don't forget, the level 70 one is from the second to last raid instance of BC, while the Ulduar one is only the second tier of raiding in WotLK.

tanks can always use more health
fights with heavy aoe damage (a lot of ulduar) need everyone to have a decent level of health
surv hunters get attack power from stam
not really reasons a little extra stam will make or break a fight, but at least keeps it form being totally useless

Indeed. People tend to forget that last bit of info a lot.

A very valueable fact is that stamina, as far as I can remember, doesn't weight as much when distributing the stats on a given item (meaning that 50 stamina "costs" less than 50 int).
We almost double our health pool at every expansion :)
