Does "Cower" actually do anything at all ?. PVE lvl 80, it seems to make ZERO difference whether it is active or not. Off or on, what's the GO ?.

If you're soloing, Cower is going to lower your pet's threat, I'd turn it off if you don't want to start tanking the mobs yourself.

Cower is huge for BM, in certain situations. It is off the GC, and with pets doing half our damage, it can really be a life-saver. If you are in 10man/25man gear, and you are pugging a heroic for emblems, shards, the fun of it, whatever, there is a very good chance you will be significantly better gear than anyone else, including the tank. Your pet may very well be doing the same amount of damage as another player--and can easily pull aggro off the tank. I always make sure cower is on, the pet is attacking the tanks target, and I MD frequently.

Something every hunter should be told when they first roll one - "In groups, turn growl off and cower on"
