Check out my armory. And yes, FM the rogue, he'll still get 3% crit. You just won't benefit from it.
Advice I can give you. You both should start out invis with every match. Invest in the glyph of mirror image. You'll be surprised how well coming out of invis and popping that at the same time can help you to get that first spell off on scrubs.
With the rogue combo, you don't need to worry about being the WMD, you're there for control only. Namely in fights with resto druids, you're going to need to do your best to keep the heat on him, counter spell, etc. So your friend can work his voodoo.
Don't neglect spells like Spellsteal either. You'd be surprised what kind of nasty little things you can sneak off priests and paladins.
Also, dampen magic at the start. It's not much, but it helps since you won't be having any healing done.

Focus Magic
However... it does provide an extra buff to have randomly dispelled. i suppose that could be beneficial, but a rogue/mage combo isn't going to be heavy on buffs anyway.
Out of curiosity.. if you take a flask before an arena, is that something that can be dispelled as well? Like.. say you take
Flask of the Frost Wyrm
... is that something another mage could spellsteal, or that could be done away with by a priest's mass dispell?

Flasks and Potions cannot be removed by any means, but all buff and debuffs are wiped when you enter an arena, so taking a Flask or Potion will do you no good as it will not carry over into the arena.

We were discussing this in a different thread a week or two ago, about giving a paladin FM. I think someone else had said that putting FM on a melee class gives no benefit to either one of you (but I can't find the effing thread that said so)...

Poison crits will proc focus magic (this doesn't happen too often though, but hey, whatever you can get. Either way, purge fodder).
If your rogue is shadowdance, going arcane for some amazing instagibs are always fun, but if you're adamant on staying frost, your rogue would probably be best off staying Mutilate for more utility and lasting power in longer matches.
Standard Frost PvP Spec
You can move two points from Arcane Concentration to Spell Impact for harder hitting Ice Lances, and you can move 1 point from Frostbite and 2 points for Chilled to the Bone to Enduring Winter so you can get Replenishment from your Frostbolts (this really helps with mana).
