In my experience it doesn't, unless you have really good equipment for your level - the Glyph of Bloodthirst can help a lot but in my experience, you still are going to have a lot of downtime (not as much as arms, which takes only marginally less damage than fury but lacks any sort of self-healing ability until lvl. 75).

When leveling as Fury (well, arms/fury hybrid) the way I would handle downtime was like this. Cycle my Herbalism Lifeblood healing and Enraged Regeneration as they came off cooldown, trying to keep their cooldowns so that one came off as another was half way to coming off. (Enraged Regeneration did WAY more then Lifeblood, but I was more concerned about the "leg up so I could hold out" then anything) This was mid-fights. When I was getting low on health , I would chuck on a full bandage heal before continuing - if the next mob was close enough, I could still get in my Victory Rush. That would often be enough for another pack, which would usually be enough time for my next heal item to hopefully come up. If I found my health drained enough that the next fight would be a lose (even with bandage) I would just sit down and eat one of the foods I found along the way. Combat potions were saved for when things went FUBAR (like mis-judging the damage I would take, or when I acidentally pull another pack.)

Arms kills faster in PVE 1 on 1 than Fury, in my experience.
Charge (Juggernaut) -> Mortal Strike -> Rend -> Slam -> Overpower -> Execute.
Without the Charge glyph, I find myself having to wait 5 seconds or more before I can charge the next mob. Really annoying. So that means I kill mobs in 10 seconds, sometimes a lot less.
Mobs don't even get the chance to hit me most of the time. And if they do, big deal. Bandage up when you're at 70% health (after like 10 mobs or so?) and you're good to go again.

I leveled a warrior from 1-80 in 3 weeks. I did prot at the beginning, as the extra survivability was nice, and the damage gap wasn't as noticeable yet.
Once I got WW and BT, I found that a talented BT + Blood Craze were all I needed to keep myself at full hp. Do what you can to maximize your hp so the % heals are most effective.
Arms might kill stuff quicker, but with no self heals, I think it lags behind fury in effectiveness.
