Normally I do Raid Heals for 25 man heroics. I heal
most with
CoH,
Renew,
PoM, and
FHeal . Of course I use others given certain circumstances but I maily lean on these for raid healing.

And if you aren't using Flash Heal in Ulduar you need to change your style a bit. A lot bosses have a heavy but predictable AoE attack. So you can build up Serendipity with Flash Heal and go fast PoH. It's the same fights people need to be topped up or they die, Ulduar is very unforgiving on slacky healers.
So here's my
current Holy build. I did away with
Inspiration and took
Healing Focus and
Serendipity. I took flack from other healers over Inspiration and wanted to see what people in forums thought. Is it a "must have"? I ended up w/ Healing Focus because of push back on AoE damage while using
PoH. Certainly not a perfect build.
The build is fine, the reason why so many people say Inspiration is a must have because it's a lot of damage reduction over a whole fight. It makes the healing job easier.
At the other side when you got a dedicated priest/shaman always healing the tank then there is barely room for your Inspiration. If healers switch or no shaman/priest heal the main tank CoH can land(and crit) on the tank when you heal melee or random people. It's still worth it only for that.
If you were raiding naxx I could have said "you can shield yourself against interupts." But in Ulduar that doesn't work anymore. If you really want to keep Healing Focus lose points from Improved Healing. (I see more people start to do that now.)
Here's an
alternative build that I'm thinking of using. I like the thought of getting points into
Mental Agility since most of the Ulduar fights so far have been heavy on instant casts. I so rarely heal with FHeal or
BHeal that I don't really think Serendipity is worth it. Also with this build pushback doesn't matter as I'm leaning on instant casts.
Why would you go deeper in Disc then needed while there are so many good talents in the Holy Tree. And as Holy you don't got enough instant casts to be constant instant spamming, so there will a lot of gaps.
Not saying it is a terrible thing to do, but the Holy tree is so bloated so you skip out on important talents.

How do you mean? Like I should drop the instant casts and work more with FHeal overall or simply use FHeals immediately before a PoH on AoE damage?

It's not all fight TBH but for Korogarn/XT-002/Mirrorman it works wonders. And a random flash heal to proc Holy Concentration never hurts.
Keep in mind, I have no complaints about bringing the raid up after AoE. I have no complaints about raid healing as I'm almost always top in the meters. The only complaint I have is mana management.
Mana issues is a overall package. You got most of the regen talents a holy priest got so I assume the problem is something else.
It's about your gear, your average overhealing, the healing of the other healers or the raid buffs available. You can pick up more talents for regen but seemly we should be around the same gear and I'm avoiding mana regen talents. So it sounds like something else then talents.
P.S. Altrough I'm not huge fan of Desperate Prayer it is quite handy on some bosses in Ulduar, probably a lot more then the 5% mana off the odd greater heal.
P.S.S I holy heal with
this spec. And I'm in end naxx 25man gear begin Ulduar gear, with still a bit regen focused gems.
