Well dude. There are two problems you face. Firstly, there is a group of about 10 to 15 people who dominate offtopic. If they decide they don't like you, they will make you feel very unwelcome. They do this to individuals, and people don't stick around. This is the main reason offtopic doesn't grow very much. I illustrated my encounter with them
