Basically, you will inevitably stop being a newb as long as you are willing to learn. The timeframe is different for everyone.
However there are always those who are unwilling to learn, who will forever be known as noobs!

I don't know the day I no longer became a newb, but I can tell you that the day you stop asking questions is the day you become a noob. :P
I haven't done all of Nax 25 yet, nor have I completed Mal. Does this make me a "newb"?
There is no clear answer. I say we simply forget the term "newb" and just have fun playing the game. All others previously labeled "noob" will now be labeled as "Banned". xD

I was thinking of this the other day. My answer is:
When you are in a PUG, and you are able to react to the unexpected and 'save the day'.
A big example of this is when a DPS notices the healer pulled aggro and either CC's or takes aggro off the healer. In that situation, a 'noob' would just keep dpsing the main target and never even notice the healer is getting beat on.
or the shadow priest, or moonkin, who after the main healer dies, is aware enough to switch over and heal the tank for the rest of that encounter.
In my opinion, you lose your 'noob' status when you can easily see 'the big picture' enough to react quickly. It isn't about levels, or gear, or achievements even... it's more about the ability to understand the game and react correctly. I'm sure there are lvl 80 hunters in i200 epics who don't understand threat mechanisms and know nothing except their rotation.

Your not a newb anymore when.
You understand basic mechanics of the game. (mana/energy/rage . tanking .. healing)
Know what each of your talent specs are used for.
and other basic stuff....
If som1 helped you into the game this should happen in the early 20s.
If not, and you a fast learner around 20s-30 =D
thats what i think at least.

You stop being a newb once you realize what type of gear your character really needs, for instance, if you're a warlock, you stop being a newb when you stop getting gear with strength on it and getting daggers with melee effects over staves.

I belive that you are not a
newb
when someone at endgame or near it can have a conversation about how a
noob
wiped their raid group yesterday and you understand why he is mad and the mechanics of how the wipe occured.

3) what does it matter what your name is?It matters. I tend to avoid people named Omgpwnzor or Chuknoris, most of the time they are noobs. Of course there are always exceptions.
However, for me, you are not a noob...
1) If you
admit
your errors. Let say a new player called "Newplayer" does something wrong in a PUG, and therefore causes a wipe. If he says "I'm sorry, guys, it was my fault... let's try again!" he is a newbie. If he leaves party without notice or says "OMG L2P" or "not my fault" he is a noob.
2) If you
read
. Newbies read quest text, forums and useful sites like WoWWiki. Noobs can't be arsed to read, so they know nothing about the game and usually ask "omg were i can do this quest? cant find it help me plzzz!" when the location is clearly explained in the quest text.
3) If you
do your better
to become an expert player and you
want to learn
. Newbies learn from their errors and
know
that they are newbie. Noobs believe to know everything and think that they are the best in the world.
4) If you are
polite and patient
. Newbie are nice, don't harrass other players and don't insult them if they do something wrong. Noobs usually ask for help/gold/boost for hours, don't esitate to insult other players and immediately leave the party or kick players if someone made a little mistake in a PUG.
5) If you
think
. A newbie will never fall on a scam (e.g. a fake GM account generator on YouTube), he will think "It can't be true, and even if it is, I will be banned for sure." or even "No, I want to play honestly.". A noob will think "omg dis iz epic! i wana become gm so i can give me imba epicz!" and then cry when realizes that his account got hacked.

Very interesting topic, and in my opinion in depends on who is calling someone else a newb. Due to the fact that everyone probably has a different definition of newb. So, the word newb can only be defined to a point. However, to stop being a newb requires you to know everything... which is impossible. But however, that is just my defination of newb.
