I would say when you start being able to get the information by yourself. We always have things to learn be it only because we can't be experts at everything, but the newb will conitnue to get things explained to him for the whole game (until he becomes a noob) whereas the intelligent people will learn to find sources for answers and knowledge, and be able to make decisions (gear, template, how to react to an encounter, how to gain money, ...) with the knowledge he has learned in the meantime.

A newbie becomes a player, the day he successfully helps another newb. When you have knowledge about what you're doing, and can successfully teach others, then you are no longer a newb.

A noob is a noob is a noob is a noob. You can train a noob, but then it's only a trained noob.
The truth is here. Chances you either are one or not. Noob is difficult status to cure, but doable. Mostly involving cures like weapons and gun powder. And poisons.
When you stop being newb?
Once you start asking question and trying to find the answers on your own from places like wowhead and wowwiki, rather than expecting everything to fed to you.
This is how I and everyone I know define it...
When others consistently turn to you for answers, and you consistently give the right ones...you are no longer a newbie. (though this is not the same as thinking you are right and offering advice that was not requested, that is a n00b)

You stop being a newb when you realize that every single one of your spells has a purpose for at least one thing and you're ready to use that spell when the situation arrives.
You stop being a newb when you're exalted by your pug groups for being such a good (and positive) tank and leader.
You stop being a newb when you can hold your own on a pvp server.
You stop being a newb when you beat someone who far out gears you.
You stop being a newb when you're willing to take other people's advice (because chances are, they know what they're talking about from experience).
You become a scrub when nothing is your fault ever.
You become a scrub when you take anything in WoW too seriously (gkicking someone because they accidentally moved during flame wreath because they lagged or had to leave the group because of RL issues).
You become a scrub when you fail to take anyone's advice about your itemization and spec build.
You become a scrub when you're a lvl 54 human demo warlock and lose multiple times in a 1v1 against a lvl 33 troll enh shaman named

, run away and summon your felguard, run back and barely kill the shaman, then laugh as if you're proud of the kill in the first place. (fun times :P)

this is actually a pretty easy answer
newb = new to the game ( like knowing the mechanical of the game etc2 )
so when are you not a newb? when you learn the mech of the game is when you can stop being a newb no matter if you learn it all in a single day, then grats, you're only a newb for 1 day

A newb is never a noob. A newb is someone who is new to the game. Noob is an insult. The term noob is used:
when person A thinks person B has done something which person A regards as stupid. According to person A person B should have known better;
when person A wants to feel superior to person B. Most often used when person A isn't superior to person B and can't find sufficient justification to feel superior; or,
when person A wants to underline that his/her point of view is absolutely right and therefore ends any and all discussion on the subject. Mostly neither is the case.
The word seems to be used generally in the second and third sense.
For the current question I would say that only the first meaning is relevant. As a newb can be forgiven for making 'mistakes' (if that is what they are) or not knowing something, a newb is never a noob (i.e. stupid).
With regards to mistakes, it is important to note that different is not the same as wrong.

You stop being a noob when you realize that you'll never know it all.
You begin to be a newb the moment someone needs to put down someone else in order to make themselves feel better.
Hey, it's a complicated game. There will never be someone who knows it all. There will only be people who think they know it all.
One of the reasons I enjoy WoW is that every time I log in, I find something new about the game. When it stops being new, I'll stop playing WoW.
