Why do people expect to roll for shards?

As a lot of other posters have said, the best think I think would be a greed roll, and if the enchanter wins the item by greed then they can DE for themself, otherwise other party members can vendor it.
However, I somewhat expect an enchanter to disenchant unwanted items and for me to be able to roll on the shard, simply due to common courtesy. I will craft items for free if someone is nice and brings me mats, I will share reagents if someone runs out - I don't need to, but I don't mind helping out. I expect a similar mindset from people I run with, but everyone has their own rules, and an enchanter should by no means feel forced to DE an item if they don't want to.
I guess it comes down to your groups. If you run with pugs often, expect varying opinions and rules regarding sharding and greeding of unwanted gear, since ultimately it's their tradeskill.

Actually I want to thank you for bringing this question up. I have always rolled on shards and use them for when I need enchants on my gear. BUT now that I think about it, it IS really messed up that this is the only way for enchanters to gather mats to level their profession. I know you can still buy them on the AH but really... do alchemists have to buy herbs to level their profession? NOPE. Honestly, I don't have a high level enchanter (got so sick of leveling it around 250 and quit) so it never even occured to me. Going forward, I will not roll on them again.
You make a error here and it is part of the ongoing argument.
An alchemist can not gather herbs!
To gather herbs one must have the profession herbalism. Without herbalism an alchemist must buy or trade for their mats. Enchanting is the only profession that grants the gathering skill that provides its mats.
First I am amazed at the legs of this thread.
I've commented earlier, but to reiterate. When I pug, I wowarmory all strangers. Before we enter the instance, I ask if anyone is an enchanter and willing to DE BOP drops. Yes this is a trick question. If there is an enchanter and they are unwilling to DE I generally do not pug with them. If an enchanter lies about their profession they get kicked. If they are not someone I know we DE and roll on BOP drops as we go. If the enchanter ninja's they get kicked and I inform their guild. You be amazed how little tolerance good guilds have for bad behavior.
They are called pick up
groups
for a reason. Its a group effort. Why include uncooperative people?
So you decide the enchanter should have to give up materials they NEED, because it's uncooperative to do otherwise? Why dont' the miners and skinners have to "cooperate" and put up their ore or leather for roll as well?
You're ignoring the whole reason these enchanters would be "greedy".
As I said in a previous post in this thread I have no problem with players rolling on herbs or ore, and always offer herbs for roll. Rolling need, as applied to a piece of BOP gear, means you can equip it, its appropriate to your class and spec, and its an upgrade compared to what you already have. By your definition we all "need" those materials not just enchanters. Given the choice I won't group with someone who won't cooperate to make them available.
You have no problem doing it, but it's not the norm. People dont
expect
to roll on those things, and as such you could simply skin/mine/herb and not say a thing. Enchanters don't even have this luxury, and it's a luxury that 99.9% of players take for granted.
You may offer things up for roll, but chances are that your offer is hardly ever even accepted. After all, why would other people roll on the leather you NEED, when they would simply be selling it?
I hope you see the irony in this mentality.
Others expectations while of interest are not my responsibility nor do they effect my policy. In fact depending on their class/profession other people may "NEED" the leather, or ore,(very rarely herbs anymore) for their profession or to craft a piece of gear. There is no irony in this mentality. My offer acknowledges that with out the other four members of that group I would not be there and they have equal right to it.
Disenchanting is similar to transmutation. As a courtesy I'll do transmutes with no cool downs for people I'm grouped with if they provide the mats. I don't charge a fee nor expect a tip in these cases. Since I do my guild's transmutes, the transmutes that require cool downs are already scheduled and not available.
