You need to basically do all the quests in the Dread Wastes to get that high. That includes quests for the Brewmasters as well as the ones in Soggy's Gamble. You unlock new Paragons when you finish those particular quests that in turn have more daily's.

Check your quest log. he Klaxxi send you everywhere you need to go, to waken all the paragons, and to in-turn unlock the maximum number of dailies. You should have quests in there for Dread Wastes you haven't done yet. If not, just fly around until you find the missing quests.

This is true. I remember spending a ton of time doing all these various quests which ultimately opened up the dailies and I could finally go to sleep. Didn't even know about the quests at Soggy's Gamble till way later. EDIT: I never completed all the Brewmater quests, one because I simply could not find the entrance into one of the trees (even with wowhead). I had unlocked all the dailies despite that and go to exalted.
