What skills should I be using when?

Hey guys, started WoW a week back or so, and I've decided to go ahead and play hunter. However I have some questions:
1) PvE: What skills should I be using? I just spam concussive shot and arcane shot, and steady shot when out of focus. I use disengage when necessary and kill shot as much as possible.
2) PvP: I am ALWAYS out of focus. I space arcane shot here, and 5-6 shots and I'm left with no focus. Usually, only brings down enemy HP to 1/2, and I have to steady shot some focus back. I use silencing arrow and killshot in PvP quite a lot, along with Widow Venom, scare beast and some others. Dont really know how to use traps tho. What should I be using?
3) Should I be wearing mail now since I got the agil passive?

What level and spec are you?
You do not need to spam nor really even use Concussive shot for pve, let your pet tank the mob, you simply dps it down.
We really can not help much with out knowing your spec and level though, as each spec will come with specific "hardest hitting" abilities,
for example,
beast mastery = Kill Command
Marksmanship = Chimera shot (open with aimed shot)
Survival = Explosive shot
depending on your spec, these you would use whenever they are off cooldown, you should save focus for them.
Arcane shot is considered a focus dump, but if you take the talent thrill of the hunt you will get lots of free arcane shots and you will use it a lot and still have plent yof focus for your main ability.
Again it matters what level you are as well as to what talents you can get, but for pvp I take Thrill of the hunt, just for the constant barrage of free arcane shots I get, and it seems to manage my focus very well as a pvp talent, however I have read it is not optimal for pve.
Currently I believe the best pvp spec is BM.

Wow, cannot believe I forgot to include my spec and level. I am a 40 troll hunter, and I chose MM as my spec. I did read up that BM is the best PvP spec atm, but I didn't like it, so I chose MM instead.
Also, what do you use in PvP? Just spam Arcane Shot and Steady shot? I've been doing that, but there are priests who keep healing and it's very annoying.
Another thing, I have encountered hunters hitting me for 1.6k dmg with their guns....how they obtain such a high number? If they're using aimed shot, does that mean guns are much stronger than bows? I only hit a measly 1k with my aimed shot, and I lose half my focus, how are they managing to take away 1/2 my HP with 1 hit and then killing me in the next 5 seconds without running out of focus?

If this is your first character (by reading OP it seems it is) your gear will be vastly inferior to others, as high level characters ( 80-90) can buy "bind-on-account" items, which give quite large boosts to leveling toons, as the gear levels up, as the character does.

You need to line up burst against healers. Pool your focus while doing a modest amount of damage and wait for your hard-hitting abilities to become available.
Aimed Shot followed by Chimera or a few Arcane Shots should be enough to kill most players if their shields/cooldowns are not up.
If the first burst doesn't kill them or get them into Kill Shot range, you'll have to disrupt them while you get focus back for a few more Arcane Shots. You should have Silencing Shot if you're PvPing; use it. Nothing else in that tier is as useful. You can also use traps and Scatter Shot to interrupt heals.
The only huge burst you'll have now is Aimed Shot since Chimera is not available until level 60. BM gets most of its arsenal at 40/50 when it gets Bestial Wrath and Beast Within.

They are probably using BoA weapons. BoA gear levels with you up to 80 or 85, and it's as good as the best blue items you could get from dungeons.
Having a good weapon is more important to MM than SV or BM since all of MM's attacks are based on weapon damage (except Serpent Sting).
Unless you manage to save the 3500 honor required for a BoA weapon, you'll probably never be able to hit as hard as they can. But you can get close if you're good about getting upgrades from quests and dungeons.

If you don't like BM, may I suggest SV as an alternative to MM? I love SV, and generally stick with it even when it isn't the top spec, as long as it is viable. I find it much more natural than BM in terms of rotation/shot priority. Also, I am currently leveling up a new hunter with zero heirlooms and no outside assistance from my main toons (it's an experiment) and I have had zero issues questing or keeping up with and beating with even BOA geared players in dungeons. If you'd like to try it, I can give you an exact shot priority, but I am not very familiar with MM.
What I do know, though, is that unless there is some ability in MM that makes concussive shot into something hard hitting, it's a waste of focus to spam it in PvE. If the mobs are chasing you and you need to slow them, it means that either your pet isn't taunting or your tank sucks. Things that slow movement, stun, etc. are not part of the normal rotation for PvE and shouldn't be spammed. They are mostly for PvP, or occasionally kiting mobs as part of a boss mechanic.

Forgot to add:
Widow Venom is fairly worthless in low-level PvP. You're better off using that focus to deal more damage. Burst damage and control are more important.
Unlike energy classes (rogues, monks), we do not passively regen our resource very quickly. Every GCD you use on utility abilities like Widow Venom and Concussive Shot is time that you're not building focus to deal more damage.
If it keeps a melee attacker off of you, by all means use Concussive Shot every chance you get. But against mobs or casters, you don't even need it on your bars.
You really need to learn how to setup Aimed Shot. Timing, where to stand so you won't lose line-of-sight during the cast, which classes/specs will interrupt you, etc. This is something that will only really come from experience.
