Yes, but different than the way you think.
The EXP value of the quests don't change unless they're grey (as far as I'm aware), the thing is that the next level (80-81, 70-71) requires exponentially
more
EXP. So no, you're not earning any
less
EXP from doing quests in Icecrown at 80 than if you were doing it at 79, but you're not earning as much as you would doing quests in Hyjal and Vash'jir, where the EXP amounts are tuned to be in ratio with the increased EXP you need to level.

They only nerfed the exp you get from killing mobs in the previous expansions; the quests still give a nice chunk of exp.

Before achievements became account-wide, I did Loremaster on 3 toons so I have some advice for you. Get Blades Edge and Icecrown done 1st. Most annoying 2 imo. Also for Icecrown you may want to do it on your lvl90 as there is a lot of 5 man quests unless you can get a grp through CRZ on some guildees to help.
