Are you sure he uses the same server? couse Akama is realm and there's lots of realms but there is only couple servers. There's EU servers and US and Chines servers and other things. Is you buddy on same server not realm? My friend had this problem before and I'm using EU servers and he used US one. You should check that out.
Answer me if it was the problem.

When you go to your realm select screen, does it show Akama as "locked"? If so, then it means it is not accepting new players, and your friend wont be able to make a toon there.

I Understand Your Problem and I wish to help you continue along your adventures, So I Understand Your friend tried to join the realm ' Akama ' from their previous realm ' Shu'halo ' the first thing you could try is check that both realms are on the same Server ( Example : EU and US Servers ) If this does not work you could Check the Realms Status at this "

Anyway, on topic, EU and US are regions, not "servers", and the OP said they haid characters on both servers, so it's safe to say they're in the same region.
I think it's mostly a matter of sorting servers on your friend's client. I vaguely remember from a long while ago that the sorting wasn't very reliable, so don't expect the sort by realm name to list Akama at the top. Though, if she really scrolled through all the servers, that's really weird...
If nothing else works, have her edit the Config.wtf (in the WTF folder)
while WoW is not running
.
Search for SET realmName "XXX"where XXX will likely be Shu'halo, or whichever realm she selected last. Change that to "Akama",
save the file
and start WoW, it will take her to the Akama realm after login :)
