No, you cannot switch realms for free unless there is a current move from a high pop to low pop server going on. At your level I would create a new character on a PVE realm. If you decide different later, you can come back to that first character.

Seriously, Just re-roll on a PVE server..Now RPPVE servers (from what i have noticed) are the nicest but depending on if you roll ally or horde you might wanna avoid some areas due to "graphic role playing" lol. But yeah the PVP servers get ALOT worse when you hit higher levels.
