BM has the most burst and control for PvP. Even after the recent nerf.
You can pick up more detailed info at dedicated PvP sites like ArenaJunkies if you're really interested in learning our class strengths.

Yeah, I wasn't sure if he meant for leveling or 2s, but any spec is a faceroll for leveling so I answered it the other way.
