So I am wanting to rp my paladin with a southern accent, but the main problem I'm having is choosing what region it would be from in game. My first guess would be somewhere like Westfall or maybe Redridge, but I've never seen any of the npcs talking with said accent so I'm a little worried that it would be wrong. If someone could fill me in on this I'd appreciate it.

This is true, but most people take the liberties of sometimes adding accents to their characters for the fun of it.
Personally, I (and friends) often use Southern accents on characters from Westfall, so I'd honestly suggest that one. :D

Then again, Forest Trolls suddenly gaining Jamaican accents like the Darkspear and Jungle trolls doesn't make much sense either...so really, the accents aren't that relevant.

And yeah, Westfall is probably your best bet.

Actually, a number of races have varying accents throughout the game, so a southern accent wouldn't be too far-fetched. For example, in Pandaria you come across a Pandaren who (is even voice acted as such) has a slight southern accent. Additionally, there are goblins with German accents in Uldum.
I would also suggest Westfall.
