Just from looking at the comments for each of the two in question, it looks like LotC has a 45sec internal CD while EoT has something much longer 105 sec internal cooldown. but a proc that is 3x the value in haste. If haste is your best stat and you can use/abuse the proc when it happens then you should probably use the EoT. But now I'm going to go back on that and show some maths that may/may not reflect the way you use these.

I usually prefer trinkets with static Int rather than Int procs, especially when its an equip-proc. However, having nearly twice the uptime I feel like LotC should perform much better than EoT. I don't have the trinkets, this is just my impression of how well they'd perform.

Using the numbers from the comments, and assuming no downtime between procs (which there will be) The procs will have an equivalent value of...

LotC - 20/45 = 44% uptime => .44*2866 = 1273.77 Int .
So Slightly less than 1273 Int, and 956 refogable haste

EoT - 20/105 = 19% uptime => .19*6121 = 1165.90 Haste.
So Slightly less than 1165 Haste and 1021 Int.

The minor loss of haste in the long run and the drastic difference in uptime, LotC is well worth the tradeoff in Int. Add in the fact that LotC's haste is reforgable makes it the clear choice in my opinion just by looking at the numbers on paper.

Theres one last thing that I would consider if you're moving into HC raiding. You should look at your Haste breakpoints and see if the EoT proc gets you anything special that you can use/abuse. There may be some room for EoT to out perform LotC there but thats about the only situation I can imagine.
