: All of my characters come from one of three sources:
The first is the most viable of my sources; my World of Warcraft characters themselves. This applies to almost all of my Horde characters: Morec, House of Rivendare, Talah, Salja, Nilon (to an extent) and Curho, along with a few more. I see them in-game and begin to find ways to tie them into new character concepts. This area overlaps heavily with the third, but I'll go deeper there.
The second is characters from other sources, which usually start out as expies but can quickly evolve into their own characters. For example: after coming to the realization that Deadpool was my all-time favorite superhero I tried to create an expy of him (you may remember the worgen that could survive almost anything, and you definately remember insane Morec). Eventually these characters were either dropped or evolved into their own beings. The second example I can think of would be Ebon, who started out as (and may still be) and expy for Black Mask from the Batman comics.
The final is original concepts. These come in spurts and out of thin air - or from some vauge idea (be it another character, a trope, or even some sort of song) setting off an idea in my head that quickly spirals out of control - and I am usually so intrigued by them that I set off creating something based around whatever vauge idea I had. Such characters include William Morec, Nilon Lighteye, the Jeret Family (starting with A20 Bloodhowl), and even Curho Demoneye to an extent. William and Nilon came from a machinima idea I had when I was younger. That machinma was the original idea for Light and Death, but after realizing that I had no idea where to even start with such a project I turned back to my basic skills and turned it into a story.
Curho as a character has his origins from A20, when Dag'rema was the Big Bad. I thought to myself, and it's HILARIOUS in hindsight, "this psychopath could use a true lacky... and maybe a boyfriend!" Thus; Curho was created. The idea of him wanting to pursue romantic interests with Dag'rema was dropped quickly, but his servant-like nature stayed for some time.
So the short answer would have to be; no: I have no real basic guidelines, I just take inspiration from whereever I can, craft what seems like a cool character, and let the story take and change them as it will.

I generally create new characters in one of two ways.
Either I need a new character to fill a role--for example, Snowmane, whom I created to vindicate Moonhowl and her children, or Skreel, whom I created because I felt the Forsaken had no voice of quiet disappointment when Capital City was turned over to Gilneas...
Or I get struck with inspiration by an interesting character idea that I would like to explore--for example, Bob, the half-orc half-night elf; Kef, an old, crippled Kitanga; or Gurka, the reincarnated spirit of Kitanga.

All depends really. Look at the evolution of Kalistra from the Night of Dalaran to the faux world eater of Aftermath: Influenced by some of my more favorite evil characters from the various book series I read, mixed in with the zaniness and craziness of others, as well as just some of my own darkness tossed in for fun.
I also prefer to use the down played stuff, as it allows for more room; such as my mute Runemaster who sadly sucked at charades and was forced to write things out with his chains, or the blind Blood Elf....then again, don't think about him too much =P(I'm gonna fix him eventually).
Then you have the realistic ones, who could exist in our world....if we had the stuff they had; beyond his miraculous resurrection, the original Garos is still easily my most down to earth character, and if I ever get back into IA, his alternate time line self has some serious room for growth, since he didn't grow up like the other did.
And of course, as seen with my Dragon Sworn, other things influence me too lol; after all, making Warcraft versions of Fiore Dragon Slayers was just a load of fun.

: A lot of my characters have gone through a rather convoluted metamorphosis process that started out only in a basic outline. Often it goes like this: I need a character in a particular situation, so I grab a blank, if you will, give him or her or it some personality quirks and, more often than not, a verbal tic or some other recognizable speech pattern, then throw it in to see how it goes. Take Cyrus, for instance - he only started as a boot-licking manservant to Kareithel who lisped for some reason and had his face covered. Then I began to wonder, as I used him more and more, how and why had he come to be like this?
Some time ago, I used to think of big, twisted backgrounds for new characters from the get go; now I only do so after I have played them long enough to see that they are here to stay.

I take people I meet in the real world and copy there personalities into character's then change there stories around to something I like. So most of my character's are based off real people I meet.
