answer to number 2. hit cap above 7.5% along with expertise 7.5% (DW's make sure both weapons are at 7.5% EACH)
number 4. stat priority: as follows
stre> hit 7.5%/expertise 7.5%>mastery>haste>crit
i would do mastery@20%, haste @15.5% or above, and crit 16.5% or above
