Aren't the Monk starting gear items whites? As in no greens at all to transmog?

Nope, just green and above, except for a very few weapon models.

The periodic monk class quests' rewards can be bought from a vendor at the monk area in Kun-lai, even the ones you did not pick from a certain quest. That's it, as far as I know.

However on not Xmoging whites I THOUGHT that was true HOWEVER... You get a straw hat (Initially cloth) that can be exchanged (ie dropped and repurchased) with Gina as Leather, Mail or even Plate... yes Plate straw hat... AND it is Transmographiable(sp?). Don't believe me? Look up Yungling on Hellscream US.

I know I'm a little late to the party, but I see Yungling as wearing a straw hat (yay) with a gigantic bead necklace, both with some particle effects. Is that still the hat you were talking about? Because that's a purple item. Ans it's also transmogged to some other purple item.

Also, who's Gina?

There are the general rules, but special items can be "manually" enabled by the developers to be valid for Transmogrification, like the Straw Hats, the Shado-Pan Helmets or the Challenge Mode rewards.
