I'm afraid you're in no luck my friend, they were scrapped altogether and as such do not exist ingame in any shape or form; besides possibly worn by NPCs.

When a BS makes the Normal "green" version of one of the Ghost-Forged armor pieces, they will on occasion make a "Blue" version, at the higher iLevel.
It is random. While leveling my BS toon to 600, I think I made 3 "blue" ghost-forged pieces, and about 15 or so green ones.
ie: when a BS makes
Ghost-Forged Belt
it can instead sometimes make
Ghost-Forged Belt
