I was one of the The Great Noblegarden TCG Egg Hunt winners and i won second price which included a magical ogre idol and a Chamipon Deck Booster pack, however the Champion Deck never arived, what should i do?(##RESPBREAK##)8##DELIM##sas148##DELIM##

well you should have sent a mail too wowhead feedback, and still should. so they can handle this issue with you.

I was also second place. I shortly received an email from a gentleman at ZAM asking my address and such. I received my Champions deck quite awhile ago.
In your case, email Wowhead feedback. If you never tell them, they can't fix it.
