Anyone else have a level 70 who stopped their XP?

No.
I always kept my characters in Outland for as long as possible, as I love the entire area. But I never froze my XP.
And you forgot the Netherwing Dailies; aka the greatest dailies in the game.

I love Outlands...but I'd never stop my exp for there; once you get the dailies and Loremaster out of the way, it's boring as sin in that location. If you are going to grind endlessly, do it at max level, where at least you can pull every single mob in the BC dungeons and see if you can kill them all before they kill you.

I've 11 lev-85's (dual accounts) on my main server and frankly got bored with the lev-85 daily chores. So on my new druid I froze at 70 and have been working at doing things at-lev without dual-boxing or having someone run me through things.
Sure is hard though to find lev-appropriate groups to do the group quests. And it really sucketh when doing a lev-70 heroic as a healer, only to find you've got more health than the tank. Or that half of the people in the group have no idea how to run the instance.
Between the choice of going back to Outlands at lev-85 and being bored versus the challenge of doing at-lev, makes it a no brainer for me. I play the game for enjoyment, so I froze XP at 70 and am enjoying it just fine - thank you very much.

And tbh I'd prefer to stop exp by having a second account at BC level.

Yeah but to me there's no challenge in that. It's partly why i want to stay at 70 so there's still some feel of challenge while I do everything. Although, I am in FULL heirloom gear (minus the ring from the fishing derby).
If you are in full heirloom gear; why stop at all. I mean really, if you are going to try to do the content at level, it should be in the gear they provided for you at that point in time.
I also find a lot of challenge in testing my own limits while soloing things; recently figured out a way to do some great mass grinding in Skettis, that involved pulling all of the mobs on both platforms and right below the bridge in the first area while using the Skyguard potion that lets you see the invisible mobs. I had a blast trying to kill them all before I lost too much health.
