Are they turning in quests?
If you have already completed (or are opting not to complete) quests inside the dungeons, they'll be receiving XP boosts from turning in those quests at the end of the dungeon.
Are you queuing for the dungeon randomly?
XP bonuses are awarded upon completion to players who queue for dungeons randomly, rather than specific (along with a bag of goodies).
Are you at-level (ie. the mobs' levels are not grey)?
If you are not receiving XP from the kills within the instance, you should be in higher level dungeons.

I'm not completely sure about this, but this also might be the occasion,
Did you die during the last boss encounter?
When you are dead you don't receive XP even if your group kills the mob. As random dungeon completion XP reward is given when the dungeon objective boss(usually the last boss) is killed, if you are dead when your group downs the boss, I believe you won't get the boss kill xp + the dungeon-finish XP

Just to clarify, what makes you conclude that you are not getting the xp reward while your friends do? Did your friend ding while you didn't, even though you both have done the same quest, same dungeon run? Is your friend getting a chunk of xp for the dungeon completion while you're getting less than that?
I don't see no reason why you shouldn't be getting the xp reward when you are getting the last boss kill xp and the bag.
If it's because you are getting less xp reward than your friend, you might have already done the 7 times a week special reward dungeon run.

Just checking, which dungeon was this? It might be that your group had already killed the objective boss but decided to kill the rest of the boss which was not in the dungeon objective. Your friend might not be referring to the dungeon completion xp but the boss kill xp, which isn't much really but nontheless, an xp.
And nope, there is no dungeon rule of such thing. Your friend was just messing with you.

Nope, not once did it happen to me. Other than the time I was dead during the last boss fight but you clearly mentioned this is not the case. And your English is fine.
I'm gonna make a wild guess. Do you happen to be a free-to-play (I think that's what it's called) WoW user? Did you stop getting xp when you dinged lvl 20? Other than this I can't really think of a reason why you wouldn't be getting your xp reward : /
Or, you might have accidently enable your xp-stop thingy by talking to this dude,

. Never used this system so don't know exactly how it works.
Other than this, I'm afraid I have to go with the typical answer everyone gives when they have no clue what the problem is: contact the GM. I'm reluctant to give this answer because in most case like this it's not a system bug but a simple misunderstanding and error in the human side.

You might also be mistaken if you are just eyeballing it. You can change your chat settings so that XP gained is reported to the chat window. I'd double-check with this feature enabled before I assumed I was being shorted. Most of the time the chunk of xp you get for finishing a random dungeon isn't particularly large. You could easily be getting the XP and just not noticing the bar move.
As for disabling your XP, I highly doubt you could do it on accident. You have to tell him to stop/start your XP and click on a confirmation box for the 10 gold fee to do either. It's not exactly subtle.
