I can only assume you are referring to arena, and to answer that question it's not as easy as you would think. My rogue is in full cataclysmic w/ legendary daggers and I have approx. 150k hp w/o buffs, which is 7237 recoup ticks. Mind you, that isn't every second. That is every 3 seconds, making it about 2.4k hps. Not anything to laugh at, but it isn't anything major either. Unlike a retadin for example, rogues can't instantly heal themselves for 80k+. Its over time. Just pressure the rogue enough and he'll go down eventually.

To answer his question though, they can't. Stop being stupid.
3% of max HP every 3 seconds, for a maximum of 30 seconds. Tell me, who do you know who has over 300k HP :(
