By my math, Lightning rod would get you this after gems and enchants:
+39 Intellect
+156 Hit
+257 Haste
-94 Crit
-159 Spell Power
The perfect answer would be to sim it, but by glancing I would say it's an upgrade. Thats a good amount of haste (which your a little low on), plus you can reforge more since your got some extra hit. Which by the way, your under hit cap for raiding, which the staff would fix.

Well remember, hit is your #1 stat. So hurt other stats to get your hit cap. You could have all the haste in the world, but if you miss, you miss.
I would definitely get that staff. It will hit cap you about perfectly, plus net you better other stats.
