so i just started my first ally toon and i noticed this racial. does this have the identical effect as the insignia of the alliance trinket? because if so i may be interested in using this racial and then having two trinkets for stats.

It does have the same effect as the trinket, but I think the racial and the trinket both share a cooldown period don't they?

The racial is on a 2 min CD, the BoA trinket has a 5 min CD. The other trinkets like that have a 2 min CD though.

The answer to your question is yes, it does.
It's commin for Rogues to go with Badge+Vial, Locks to go with Badge+Cunning etc, so yes, human racial + two normal trinkets works well.

A lot of people go for two PvE trinkets or a PvP + PvE one when rolling human for the extra damage.

What makes the human racial so unbalanced and good for pvp is the fact that it is the only racial that "scales" as gear increases. All other racials are static, they do not change after you reach your max level. Also the human racial allows a "choice" in what your "racial" will be, as it is essentially what the trinket you choose. You can think of the extra trinket as your real racial, not EMFH.
