my WoW map is 28gb large, that includes some addons and screenshots.
but around 25-30gb sounds right, ofcourse this can ramp up quite quickly if you take lots and lots of screenshots and use many addons.

First off, whatever you do,

one of those that is not trying to scam you out of your money, any involvement with that
can and will
get your WoW account banned, losing you all the money you invested it.
My WoW folder is 23.5GB (minus Addons and Screenshots, but including an additional just over 1GB for the deDE locale, which I sometimes use, if I have to)
However, your game installation will have the same size no matter what your expansion status is, as the client has to support every type of player/account logging in. You're just prohibited from entering higher-level zones without the associated expansion.
Also, do not purchase the "Burning Crusade" expansion separately, the standard game now includes this expansion for free, even if you use a WoW key from an older box that does not mention this.

I could be wrong, but I believe about 10-12GB of space is needed up until you learn how to fly in Azeroth. I recently upgraded from WotLK to Cataclysm, and this was about a 4GB download as I recall. I played a few days and then remembered that one of the changes since I last played (pre-Cata days) was that flying was now allowed. When I upgraded a toon for this, this began about a 6GB download.
It could be just coincidence, but I suspect not.

The streaming client may have misled you here. Sure, the game is "playable" after a rather short download, but it only loads lowlevel content first. Certain higher-level content may be moved around in the queue if you log into a higher-level character, but if you had just let your Launcher run and download without hitting "Play", depending on your connection speed either for half a day or three, it would have downloaded the whole ~23-25GB of the game, no matter your expansion status.

After buying and installing Cataclysm a few weeks ago, I logged in and waited for the entire updating download to finish.
When it was finished, I played my lvl 80 toon for a day or two. Logging in during this time did not invoke the downloader.
Then I bought the ability to fly in Azeroth. The next time I logged in, the downloader started up - and required so much downloading that it wasn't immediately playable (not that I would have, but I mention it just to point out that during this time "streaming" was not an option - despite the fact that I had played the game the day before).

Sounds weird, if it was linked to expansion status I could somewhat understand it, but old-world flying by itself doesn't unlock that much more visible terrain than you would see on taxi flights. But oh well,

I bought a new computer back in September, completely replacing the one I used to play WoW on (I had to leave it behind when I moved - long story). This was a completely new installation on a new machine. Although I downloaded and installed WotLK at the time, I couldn't spare even $15 a month... much less 3 times that necessary to pay for internet access.
And that's where it sat for over 6 months: Ready to play WotLK, as soon as I could afford it. Last month, things started improving. So much so, that I shelled out the $40 to upgrade to Cataclysm. I was so eager to get back online, get re-familiar with my toons (I couldn't even remember their names - much less how to play them)... and that's what I did for the first few days. More or less discovering what was in the bank, and what status of each of them were. Then, as I started to truly play, I bought flying.
The issue with Azeroth flying is more than just what you see. It also had to be updated to have "solidity." Just because you can see something doesn't mean it will respond as if it is solid. That was the biggest effort behind enabling flying. And all this info needs to be accessible - being on the client computer cuts way back on having to transmit this information from Blizzard's server every time it's needed.
