Arcane till you hit around 80. Then the gear will be fine for fire build. When you hit 85 it will drop, but as long as you have some blues/purples waiting for your mage (shouldn't be an issue with 5 lvl 85s). You won't need to worry about it.
Fire beats arcane at equal ilvls at 80+ as long as you know what you're doing as fire.

If you want to consistently top meters go Arcane until you get decent gear at 85.
It's been the case for a while now, Arcane to certain levels then fire once you get there.
