Spec to 5% hit which in pvp you will not miss a fellow level 85 player.
Do not forget about the 195 spell penetration you need. 8-)
Hit cap is always a requirement in pvp and pve. If you miss you don't do dmg which = bad. No matter what that is your priority. 5% for pvp 8% for pve. Here is what I would take if I played pvp SV which is what I am guessing you are playing as
. This is for bg's. You will most likely not be standing around very long so you only benefit from half of sniper training, I would put no more then 1 talent maybe 2 into this unless you find yourself standing around for long periods of time while fighting. Having Kill Shot glyph is a great way to take someone from 20% to 0 fast, I always spam kill shot as soon as I see and and I get off both really fast. Raptor strike will reduce your dmg if someone gets close to you. You would raptor strike then disengage. Mirror Image works great vs casters. Now unless you are in a large group battle you won't be multi-shotting much so only take 1 into Serpent Spread. Serpent Sting is an optional glyph and can be replaced. Ultimately your spec and glyphing is up to you and really should be based on how you play.
Hit cap, spell pen soft cap, and then agility are your DPS priorities. You could argue spell pen is more important than hit for SV.
The hit cap is 5% vs equal-level players (the extra hit needed for Night Elves isn't worth it).
Spell penetration negates the resistance from buffs like Kings, Shadow Protection, and MotW. Look at your character sheet when buffed to see the percent reduction. That is a straight damage reduction on most of your shots, and it is also the enemy's chance to resist your Freezing/Frost traps and Wyvern Sting.
The best way to cap spell pen is cloak enchant + 2x epic spell pen gems (blue). A cheaper alternative is cloak enchant, 2x rare spell pen gems, 1x hybrid spell gem (like spell pen + resil or something).
If you're getting one-shot, it's because you need PvP gear with resilience on it. If you're dishing out one-shots, it's because your opponents are idiots running around with 0 resil.
