how could you see that? the event hasn't started yet, heck not even the twilight infiltration phase has began, much less the actual elemental invation.......
strange. where did you saw this? PTR or live realms? and when?
As noted in followup posts, this is on Live. And I just got done with the quest chain, it seems to be the Twilight Infiltration phase, if I'm reading correctly.
Quests to explore the cult dealings in Old Town, go out to Mirror Lake Orchard and infiltrate the cult, and destroying devices in the city (each device releases a raging wind elemental that attacks -- non-elite, level 79 or so).

this is because we are not truly on the "invasion phase" yet.
a few posts earlier I said that prior to the big event (the elemental invasion porperly) there were 2 sub-stages.
there was Stage 1, wich lasted almost a full month, this stage began when 4.0.1 launched, and all it did was just add the earthquakes, and the alliance leaders meeting, and Thrall passing leadership to Garrosh. As the days passed the earthquakes became more frequent and more violent.
Then there's Stage 2, wich is where we are now, the Twilight Hammer cult has infiltrated Stormwind and Orgrimmar, and small rifts are opening everywhere across Azeroth, this phase has a bit more content, but barely 8 new quests, and the smaller rifts across the world.
then there's Stage 3, THIS is the good one, the one my guide covers, THIS phase is a full blown attack in 4 of the 8 capitals of azeroth (too bad that Dalaran is not included).
for now we're safe under the asumption that this phase will last 2 weeks, then the elemental assault on the capitals will last 2 more weeks, and then the sundering (patch 4.0.3a) will happen.
at least that's the theory.

Is there any warning in the zone when the rifts spawn? Like, is there any chat notification (be it in-game, npc yells, etc.) to alert you to when the rifts happen to open? I've been wandering and have yet to see any over the course of a couple hours, but people are already spamming the achievement.

I've found two rifts, one in Sholazar and one in Grizzly Hills. I got to the one in Sholazar a bit late, didn't see the start (although I did still get the Wind Powered buff when the rift closed).
For the rift in Grizzly Hills, I watched it appear. There was no warning. Just all of a sudden the trolls and serpents near the stairs to Zul'Drak started fighting earth elementals. I did mention it in chat, but ended up closing the rift on my own.
I only started looking for the rifts at about five or six o'clock, and played for an hour or two. If these rifts have been opening all day, I'm not at all surprised that people have found four rifts to close. Note that the one I found in Sholazar was near Maker's Perch, which isn't listed in the comments for

So, I had already done the Jaggedswine Farm quests in Phase 1, and now I just did the Subduing the Elements and Tablets of Fire quests. Is there any more in Phase 2?

why is blizzard releasing this in so small doses is a true mistery, I wish they would just unlock the whole bloody thing already.
but for now, it goes like this:
Phase 1: just leaders meeting, and earthquakes.
Phase 2: Twilight cultists infiltrating orgrimmar and stormwind, and minor invasions across the world.
Phase 3: Earthen Ring begins to take action against the elementals.
Phase 4: actual attack to the capitals (this is the phase covered by my guide)
who knows if there's a phase 5, as the quest that ends with Thrall on nagrand seems a bit sudden, I think there will be more than that.

This will suck mightily cause I had one left to get on my tank and I don't have it done because I was helping someone, that will teach me.

Just want to reiterate, Rankkorr; awesome guide.
thank you I do my best.
Truth be told, being part of the wowhead staff as a translator granted me some privileges to polish the guide a great deal.
I do hope this is not the last guide I will make, and I hope to make more in the nearby future (for example if cataclysm adds an event similar to the argent tournament)
