Blood 51/0/21 is my current spec cant seem to get past 3k dps im hit capped and almost expertised capped just dont know why im not getting high dps im mostly doing 5 mans to gear up.

Thinking of either Unholy or DW frost as my 2nd spec and try out another way of increasing my dps
Just wanted some thoughts on the other spec,currently running N HoF for the sword or axe, i already have the Axe from H FoS

Sorry, I misread your post, I didn't see you asking for advice on a second spec. Been a long day.
Your gear would do really well for Unholy; you're low on ArP and expertise, but your strength is good, especially with DMC: Greatness.
For either Blood or Unholy, the Beheader is your best weapon, so stop wasting your time trying to get something else.
DW Frost is a bit of a different animal, but n any event you should try them both out and see what you like best. But at-a-glance recommendation would be to try Unholy in your current gear.
As to your Blood spec...
Honestly, 3K isn't SO bad, although you should be able to get it higher, especially with 4pc T9.
Your hit is fine -- a little over, but that will happen, although I saw at least one hit gem, so swap that out. Your expertise is low, though. You have a 2.5% chance to be dodged, which averages to 1 in every 40 attacks. This will hurt you, especially as blood. Get it up.
Spec/glyphs are fine, you did the same thing I did with using your last two points for a quicker ghoul. It's a slight DPS loss from 2/3 Morbidity, but nothing to fret over.
Only other thing I noticed is that your ArP is LOW. Real low. Blood loves armor pen; any you can find is good (without sacrificng hit or expertise, or strength at your level). In an ideal world, you'd ditch some of your haste for ArP, but I'm not sure how that would work in the gearing.
Get expertise capped and a bit more armor pen and you should be able to get your numbers up a bit.
I'm sure someone could offer you more specific advice, but if you search the database for armor pen and expertise, that would be a good start.
Last thing is rotation: what are you doing? That could be a problem. Let us know.

I would suggest trying Unholy to see how you like it. I leveled as Blood but then switched to Unholy. I much prefer Unholy. As far as your gear goes, get rid of the stamina gem and any hit gems, you're already over the cap. I'm not sure how important expertise is for Blood but you may want to replace that gem with STR unless it's really needed for Blood spec.
Get whatever enchants you're missing, add a belt buckle and STR gem to it.

what about rings should i look at old badge rings i got about 50 EoT to play with, and boots are there craftable ones i could get.
Is my weapon ok, should i gem for str for that also

Those bracers should be a big help to you.
The Dexterous Brightstone Band would be a great ring for you as a blood DK, not sure how it is for unholy. Do note that it would take you under the hit cap so you'd have to either gem or gear to compensate.
Alternatively, you could run heroic Halls of Reflection to try for The Lady's Promise, a STR-based ring with expertise.
A good place to make up that hit would be to downgrade your Triumph emblems to Conquest and pick up a Spiked Battleguard Choker, or a Belt of the Singing Blade. The neck would be a better investment. For your belt, you could also buy or have crafted a Belt of the Titans, to help with your expertise.
Try to get your expertise up ASAP so you can put your Beheader back on; it hits harder than the sword and has more STR and some armor pen. Even though you need expertise, you want to use the highest damage weapon you can, naturally.
I don't know what your EoF situation is like, but the frost badge DPS cloak is a great investment. A lot of people say go for T10 first, and they're not wrong, but that cloak helped get me into ICC where I have gotten more frost badges and a ton of 251 gear. That cloak is a beast and a worthwhile investment.
There are boots you can craft but I don't know them offhand. As for your weapon (the Beheader, I assume, since it has the socket) either straight STR or STR/crit is acceptable. My min/maxing has always shown the orange gem to be the best, but sim it for yourself and see.

I got the Choker and looking for mats for the belt which is harder than i thought, no ruined orbs on ah and frozen orbs are expensive, ill keep looking.

You're doing a lot better. Still needs some work, but you're in a lot better shape.
I'm not sure what kind of DPS you can pull with your recent changes, but if at all possible you should try to get into a run of ICC 10. Just doing the first wing should get you to, or close to, friendly with the Ashen Verdict. That will get you your ring, which will give you some extra hit. That will let you swap out your pants for T9, as you suggested. Also, Gunship drops a pair of boots with some expertise that should put you at 26 and would be a HUGE upgrade.
Those two changes would be huge for you. You'd also then have 5 piece tier, which means you could drop one for another piece. Say, the Titanium Razorplate you suggested. At that point, you should be ready for the big leagues. Keep in mind that first wing also has TWO potential weapon upgrades. If you can get in a run, at all, definitely do so as it would be worth your time.

hehe yep need to make my own decision, dps wise im getting close to 4k now and im not missing alot of swings but still need too work on my expertise, been running H HoR for the boots but meh they never drop.
Still thinking of buying the Hellfrozen boots
