Since
they all
require level 80 I doubt there will be heirloom head gear. They're only really there so you only have to grind rep with their specific factions on one toon and send the enchants to all your 80's from there. Now, Blizzard may surprise us at any given time and add heirloom head gear, but you shouldn't bother to apply those enchants to the head gear since they require the wearing toon to be lvl 80 for the enchant to be active.

I am kind of expecting Heirloom Shields at some point, though.
One for Tanks, one for Holy Paladins and Restoration Shaman. And maybe even four. Two PvE versions and two PvP versions.
It seems weird that they have Heirloom Two-Handers and Heirloom One-Handers, but no Heirloom Off-Hand items for non-Dual Wielders.

Feral Druids use two handers and some other specs. Shields make sense yes, but off handers are a little much. Specially when one can use a staff.
I very much agree with you. Normal Off-Hand items would be over the top, but Shields are still a bit lacking from the range of available Heirlooms.
