We really need a PvP expert as a regular...
One thing I noticed: Are you sure you need spellpen? Holy damage can't be resisted.

I don't play Holy PvP myself, but most paladins I know gem Int in yellows, Int + SP in reds, and Int + Stam or Int + MP5 in blue slots. So... Int is the preferred stat, which makes sense as it provides so many benefits (Mana, some Spell Power through Holy Guidance, Spell Crit, and an increased effect of Divine Plea, Replenishment and Arcane Torrent (if you are a Blood Elf)).

4% from gear isn't "useless", it will, however, help only against people who have talented in things that read "reduces your chance to be hit by an offensive spell/attack by x%".
As for resilience, as much as you can get from gear without needlessly sacrificing your throughput or mana regeneration. I'm currently sitting at 1007 in
mostly
honor-bought gear.
Spell power... again, the same, without sacrificing your HP pool, total mana, and resilience.
Everything in a balance. There is no set way to gear for PvP, as your playstyle has a HUGE effect on that. Adjust your stats as you gear up and progress.
Personal tip here, though I know it's controversial, but I'd advise trying to pick up some of the haste offpieces from WG, and the cloak, and such. Haste is a nice throughput stat in PvP, and every split second off of your cast time could mean the difference between death or "Interrupted", and an alive paladin/friend. :)
I don't personally do arena, however, here are some tricks:
Get Glyph of Salvation. Make a Self-target macro that targets you, casts HoSalv, and then targets your last target. It'll work nicely as an additional, defensive cooldown, though purgable.
ALWAYS keep Sacred Shield up. If it's purged, apply it again. It increases your survivability by uncountable amounts. It is your friend.
When against teams that have a member or two stealthed, have your partner run forward and attack. Cast Hand of Sacrifice upon him, before you are sapped. Your partner will be damaged, thus transfering damage to you, breaking the sap. :)
AM+Conc aura when you expect to get silenced. It'll make you and anyone in range totally immune to silence effects for the duration.

For the Glyph of Hand of Salvation macro, use this:
/cast Hand of Salvation
Target swapping macros can cause some bad moments depending on how you play. This makes it so the spell actually can't be cast on anyone but yourself, and the glyph only works on yourself.
Good paladins Cleanse often enough not to get nailed by a full Lava Burst. Flash of Light and Holy Shock should be your main spells for healing in PvP, and that should keep your mana up. As long as you're not getting PI/Manaburnt and keeping with SS up too, your mana should stay above 50% in an arena. And plan the times you need to Divine Plea, like if he's not taking heavy damage. If your partner is getting blown up too often, tell him to use a survival CD. Your partner should only get low if you're in CC. If he's low even without you in CC, then you need to pickitup on the healing or he needs to pickitup on Honor gear.
Also, because of our RANGED JUDGEMENT getting sapped is pretty simple to avoid. You need to be in combat. If you buff or heal someone in combat, you're in combat now too. Try not to blow any of your Sacs before you're even in combat. Keep some range between yourself and a Rogue if you're fighting one in arena. If they start running at you, it's a good chance they're going to try and blind you. That's when you should pop a Sac against a rogue. Almost every CC breaks on damage in some way or another, and Sacs will cause you to take damage for the whole duration. Totally perfect for Sheep, Blind, Repentance, etc. It's not like SW:D.
Pretty much 90% of the Holy Paladins doing high end arena in every bracket are using Brilliant King's Amber in every slot, with an Intellect + Spell Power and an Intellect + Mp5 gem to activate the Insightful meta. Balance means nothing, our healing is still strong and fast enough to handle anything just with the stats on our gear. It's keeping your mana pool to be intimidating is generally the best bet. The bigger our mana pool is, the easier it is to outlast, and even downright demoralize another team. If they see that their healer is down to like 20% mana, and you're still sitting neatly at 60%, then you've got an advantage.
And I'm with Arannia on the point of Haste and Mp5 offset pieces. The Honor gear only has Crit, which is nice, but it's not something constant. I don't like Crit that much. Any piece that I could swap out and get a different stat than Crit is welcome.
Get a full set of PVP gear. 4/5 of the set, the WG shoulders and Cloak if you can manage it, the Honor pieces like the Belt, Bracers, Boots, Cloak, Ring, Battlemaster's Trinket. (Yes. It's very good. Pick this up and tie it to your Salvation macro.) If you're not at 1000 Resilience then don't panic. It's unreasonable until you have a PvP weapon.
