Not sure what you mean here, they don't seem to have increased in numbers. The only difference as far as I can see, is that the wolves in the starting bit of Elwynn Forest are now diseased instead of healthy.

This is why. Now, instead of needing to be able to enter and tame the diseased wolves and bears of Felwood, there are tamable wolves at level 1-2 Hunters now use at lower levels.
There's a diseased bear in Bloodmyst (Deathclaw). But yeah, on my hunter I started a "collection" of diseased pets and went to Elwynn to tame one of these wolves.

The only other diseased wolf areas I can remember off hand are WPL and Felwood, so I just assume they added those ones at EF and cata will cause something in those zones that will make the other diseased wolves a no-show.
Granted, I could be wrong. Just an assumption.
