Now I'm wondering if I should continue using the T9 legs for that nice boost to Devastate
It's not really that nice, it's underpowered because half the budget is wasted on a useless reduction of the cooldown on taunt.
Unless you almost desperately need the threat from the T10 set bonus, I'd say go for the chest.
I don't know how Rawr works when evaluating tank gear, and frankly I don't think it's that well suited for the job. I much prefer tankpoints.
A program like Rawr (or spreadsheet like Landsoul's) is nice for DPS since you need to juggle caps and gems and get the mathematically best DPS setup. Tanking's a bit less stringent, and one upgrade doesn't influence the rest of your gear nearly as much; picking up that item with hit on it isn't likely to overcap you and force you to swap some other items around, and you never face the dilemma of changing your gemming, at least not once you've gotten comfortably crit immunity.

Im fairly newb to prot, but my guild's theorycrafter said the prot tier 10 really doesn't see it's full potential realized until you get the 4 piece.
If you dont see yourself getting the 4 piece then most of the non-set will be a stronger option, the cloak especially.
Though i didnt really answer your question there. In short, all of the tier 9 bonuses were crap (4pc was ok for heroics, maybe?) so no loss on those.
The 2 set teir 10 is much nicer for threat, though slightly more reliant on your S&B procs, you will see more TPS in an extended encounter and even in burst TPS situations (while shieldblock is active).

You need to get yourself a new theorycrafter I think.
The 4 piece bonus is junk, IMO. A one-time 12,000 damage absorb? That's so underwhelming it's... meh. I could see it being useful in only two fights really; a P3 Sindragosa frost breath, and trying to cooldown through a P2/P3 Lich King Soul Reaper.
Look at every comment on the Skeleton Key trinket. People say the on-use sucks because it's just a one-shot absorb. Same thing with our 4 piece.
The other thing I don't necessarily like is that if you want to use it like a cooldown, it removes Bloodrage from availability.
Right now, even though I have 4-piece, I just act like it's not there, and I keep using Bloodrage as I always did.
If anything, Druids and DKs have the best 4-piece. 12% damage reduction for 10 seconds; I'd take that. And Druid's have the added benefit of their Enrage not reducing their armor. The 500 or whatever health damage from Bloodrage and Runetap are nothing, but armor reduction for 10 seconds that Bears get kinda sucked. Paladin's 4-piece is about as bad as ours. 12% dodge for 10 seconds, it does nothing for magic damage and it's possible for it to provide no benefit at all over that 10 seconds (if you fail to dodge something in that time).
Anyway, Tier 10 4-piece tank bonuses aren't anything to get excited about.

your guild has a theorycrafter? that's novel, but i think you need to seek the council of a new wizard.
the 2 pc and 4 pc are unrelated - the 2 pc is a threat boost and the 4 pc is survival oriented. the 2 pc is a big boost to our two highest damage moves, so it's actually really nice - definitely worth losing the t9 set bonus for.
i agree with porcell on the 4 pc - ok, but underwhelming. i skipped it for offset pieces.

Not official or anything, just a dude that likes his math, maybe theorycrafter was the wrong word.... math dude? Less novel for ya? :P
But i agree porcell it should be used on CD, not saved, and anything that can lessen the healing required on tanks is a plus in my book. Compared to other classes of course our bonus is crap, we are warriors after all, anything good that comes from gear leads to nerfs, dont want that now do we? ^^
I would also agree with the above poster and repeat what i said in my previous post, the offset gear is very nice, probably wanna go with that.
But as i also posted previously I am teh prot newb, just relaying what i've heard, so ill yield the floor to more exp'd prot peoples.
