As others had said, TTW should always be up as long as your tank isn't a spanner. No need to keep Slow up.
However, if you want to spec into Slow you can do so without hurting your DPS. It's fun for Solo stuff and the odd bit of PvP.

Every time you cast slow you are wasting a GCD on something that doesn't do any damage, so in the big picture you are hurting your DPS every time you cast Slow.
At least for me my goal is to never waste a GCD. I try to damage as much as possible while moving and make every second count. It's really the only way to compete with LOLdotWarlocks who can continue to damage targets regardless of how much the fight demands for movement.
I said spec, not cast. Of course casting it will reduce dps. I said that you can have Slow in your spec without lowering your DPS.

Only usefull on Saurfang 10 man adds. Why 10 man as u have less ranged maybe no hunter (like us) and no lock specced in mass stun for this fight. Not that i specced for it but i use rank 1 frostbolt with 2 points in imp. Frostbolt (0.92 sec cast). But slow slows for more and longer.
