You take Netherwind Presence (+6% haste) for PvP arcane builds, too.
I advise against this pursuit. The reason is that raiding really registers on two levels: casual and progressive. If you're a casual raider, then an outright Arc PvP spec should suffice for both PvP and your casual raids. You don't give up as much dps going from an Arc PvE to PvP spec; instead, the Arc PvP spec has a severely diminished mana pool. Basically, if you're geared enough to not run out of mana in your casual raids, or at least for not too long, then you'll be fine.
If you wish to be a progressive raider that is joining raids that seriously challenge your gear or your raid's gear, then you really shouldn't waste your resources bothering with a hybrid, either. This kind of raiding will stretch your numbers, and won't forgive you if you don't add dps (most casual 10-man raids, as I define it, would probably succeed with just the top half of their dps...the rest are just along for the ride).
They give us 2 specs, now, man, so this isn't that much of a crunch. Just know that, with every spec you make, you gotta make a decision towards PvE/PvP, or be mediocre at both.

If you arena, it depends on your partner, but almost certainly you're gonna want to be frost PvP. If you're still at a more casual level for PvP (like BG's are your primary mode of PvP), then you can spec Arc, Frost, or even Fire PvP specs can be nasty. Arc is the probably the best BG spec, as you can down healers at will and change games, but if you want to finish top dmg all the time, fire is the beefiest.
Arcane PvE (Serious/Progressive Raiding)
Fire PvE (Casual/Fun Raiding)
Frost PvP (Arena)
Arcane PvP (Serious BGs...honor grinding)
Fire PvP (Casual BG's...just to see how high you dmg can get).
That's how I do it.

The above spec is awful (and I mean godawful), Azaraux. I can see that you're new to PvP. I'm not just being a &*!@. I'll explain why.
For one, you didn't take Arcane Subtlety, which reduces the chance a priest will dispel your polymorph by 40%. For BG's, skipping this talent is totally acceptable, since usually your own teammates will break your poly's, and it can be tough to decide when taking the measly second to cast your most powerful cc spell will actually benefit you. Even a completely mediocre/below average priest (1500-1800) will never let his teammates sit in a poly.
Arcane Focus is taken by many mages, but it's one of those talents that you will or will not take depending on your best gear setup for PvP. The more PvE you integrate, the more hit you will have, and the less likely you'll need this talent. The reduced mana cost of spells is great but not essential; mana conservation isn't the primary concern with Arc mages, and besides, there are other more useful talents that address this issue. The point is that an arc mage would much prefer Precision for reaching hit cap since it affects all his spells, not just his arcane. You'll gear out your guy accounting for one hit cap, and unless you got 3% over, you'll always be worried about his frost/fire spells missing.
You didn't take Magic Absorption in the second tier. That's an additional 80 resistance to all schools of magic and 2% mana restoration on resisted spells. It isn't a talent anyone skips. Many mages will put 3 points in Clearcasting, too, instead of Arcane Fortitude. The reason is that you shouldn't be getting hit by melee that much to begin with; so most mages opt for the additional mana (and potentially additional crit). I don't mind Arcane Fortitude for BG's. I think it shines there.
You took Student of the Mind for PvP? Even in a Fire spec with plenty of PvE +Spirit gear integrated, that's not a wise decision. And you didn't take Magic Attunement. That gives you an extra 6 yards on all your arcane spells (most importantly polymorph), and an additional 50% resistance to your dampen magic. You also omitted Focus Magic and Torment the weak: the two signature offensive talents of the tree. People dip into the arcane tree just to get to Torment the Weak and Focus Magic. Those are two talents that every Arc PvP spec takes.
You didn't take Improved Counterspell. This is the most powerful silence in the game. Anyone reading your talent build, at this point, Azaraux, realizes you're brand new to PvP.
Arcane Meditation: again, this is a PvE talent, and even many PvE specs don't take it. This kind of talent doesn't make a difference in a 30 second PvP fight or a 2 minute arena. It takes the the 20 minutes to down a boss for its mana enrichment to be noticeable.
In the next tier, you didn't take Prismatic Cloak. This is our instant reset button; our, "Oh &*!@, I don't like how this battle developed...I don't want to be in it anymore" button. Seriously, Az, you're skipping each good talent in the tree up to this point. I'm beginning to wonder if this is a joke post.
I see you also haven't taken Arcane Power, Arcane Flows, or Missile Barrage (even though you spec'd 5 points into Arcane Stability back in the first tier). Dude, this is just awful. Just awful.
As per going into fire...don't do it. Dip into frost. Everyone dips into frost, and it's easy to decide which talents to take.
This spec is completely unviable.

K, I'm really surprised this wasn't a joke post, and in fact, I still think it might be- with phrases like "pvp battles are quick and too fast paced to even care about cc effects". I mean, man, that's monumentally f*cking retarded.
In any case, Azaraux, I'm a Tier 1 Wrathful Gladiator whose very close to Tier 2. I don't PvE at all except VoA for potential PvP gear and ICC 10 for Emblems of Frost (to save arena points on some Relentless pieces). What's your arena rating? It's obvious that anyone who thinks like you isn't going to get past 1k rating in arena. Either you're lying about having never lost a duel or you duel terrible players with terrible gear. Go to Durotar: nobody who duels in Durotar wins every time. That's where most of the leet players hang around while doing arenas.
Also, I'm not impressed it's an alt. There's a billion wowers out there who choose to just suck at multiple toons rather than sucking it up and working to become good with just one.
As per "blowing things up": I'm curious. How do you blow things up? You have no Hot Streak to proc an instant Pyroblast, yet you take that talent, and it requires 5 seconds to cast, and it doesn't even hit that hard for you as you don't have the necessary fire talents deeper in the tree. As I already pointed out, you have 5 points in Arcane Stability, but you don't take Missile Barrage, so you're really putting the screws to people with those 5-second Arcane Missiles casts. Then you use up 5 talent points on Ignite, which only affect fire spells, but the only spell you can legitimately use is Fire Blast. None of your fire spells are gonna crit, anyway, without, oh, I dunno, Critical Mass, Pyromaniac, Combustion, Improved Scorch. You do understand how Ignite works, don't you? Oh, and then you don't even have Icy Veins or Arcane Power, so there goes all your real burst capability.
Um, yeah, I'm gonna call bullsh*t, and opine that you've never finished at the top of any BG in either KB's or damage. Your spec is godawful. You want an example of a glass cannon BG spec?

This is an example of a well-constructed glass cannon spec for BG's. This spec would best be run with a pocket healer, and if you have one, you can use that third glyph I left open for another damage-enhancing glyph. Otherwise, take the Glyph of Evocation. If you guys have any questions it, feel free to ask.
*Oh, and my PR for killing blows in a BG is 84, so your boasting doesn't impress me.

For sh*ts and giggles, I tried to put together an acceptable spec for BG's that is Arcane and dips into Fire (there's no validation to dip into Fire with an Arc spec, ever, as far as I know...maybe you could pull it off with a Destro Lock, but I doubt it).

DAMAGE
The build's damage revolves around Arcane Blast, Arcane Barrage, and Fire Blast. Since Fire Blast and Arcane Barrage come off CD at 6sec and 3sec, respectively, and you have Cone of Cold in the pocket, you shouldn't have too many windows for attack (while mobile) that you can't answer with an instant damaging spell. Flame Throwing and Impact are taken in the 3rd tier of the fire tree to ensure Fire Blast's range and to give it stun capability.
DEFENSE
Although you're an Arc-Fire mage, this spec has a great deal of defense capability: Magic Absorption, Magic Attunement, and Molten Shields all come together to give you considerable resistance to magic damage. But the real conceit of this spec's defense is built around Arcane Shielding: using mana as life. This spec has 3 points in Clearcasting, 4 points in Arcane Mind, 3 points in Master of the Elements, and the Glyph of Arcane Barrage for 20% reduced mana cost on your primary damage spell. What this all adds up to is a mana pool way above average for a PvP mage that can be translated into life, basically, at a 33% reduced hit to mana.
In addition to that, you have Improved Counterspell and Improved Blink.
Dipping into fire means taking a lot of talents that aren't that useful to you (like World in Flames), but the gem that you get in return is Burning Determination. Say you're fighting a mage, and he bites on a fakecast. Once the dead-silence effect is up after 4 seconds, you now have 16 seconds to string together Arcane Blasts at his face. Just beautiful. There's no way he's getting out of that without blowing ice block. Just really really beautiful.

I tried on your spec. it was nice, althought with mine i still had more damage.
It's good to see you're trying these specs. Let me say, though, Azaraux, the only way you will do more damage with your spec (or your modified spec) than with mine is if you play incorrectly. Your spec before simply doesn't have that much damage potential.
There's absolutely no reason to ever play Arcane without Improved Counterspell. Absolutely none. It's not only one of our strongest defensive abilities, but also one of our strongest offensive abilities. If you catch someone with cs, then you have 4 seconds in which they can't do anything to you at all, and 8 seconds in which they can't use the school you interrupted. Basically, it completely neuters any magic-user's ability to stop you from dropping nukes on his head.
Why are you still taking World in Flames? You actually go into the second tier for nothing but that. It only affects your Arcane Explosion and Blizzards. You don't use either in PvP much at all (BG's or arenas). Those spells exist to pop rogues, and blizzard is great in AV. I get the impression you're an AoE spammer.
You've improved your spec, but it's still awful. You need to get Powerauras so you can monitor your procs and actually use them. And you need to learn how to use Icy Veins and Arcane Power.
