1. Is leveling in strictly BGs even possible?
Possible? Yes. Incredibly frustrating? Definitely.
2. At a low level is Frost still the best PvP spec?
In my opinon? Yes. At 29 you have the juicy talents, Frostbite, Icy Veins, and Shatter. Basically everything you need to tear melee to shreds. Twinks at these levels usually choose to go Fire though, because they can stack a lot of crit gear and roll ignites very quickly with Scorch spam.
3. Since I won't have dual spec will said PvP spec be ok for solo and dungeon leveling outside of BGs.
Yes, I levelled to 80 with a pvp frost spec. Never got kicked from an instance group once, and being specced for pvp while questing was definitely better for me in the end, because everyone loves trying to gank a mage.
4. What professions should I choose to maximize PvP. I am assuming engineering is one. My priest has 450 mining as that was my first 80 (or soon to be 80) and I needed a way to make money. I was considering going Herbalism/Alchemy on my Mage to make some money while leveling Alchemy. Then I could drop Herbalism and power level Engineering but is Eng/Alc a good PvP combo?
Engineering is the definitive pvp profession. There are useful attachments that give you a clear and concise edge over other players outside of arena. However, it costs quite a bit of money to level and you will make absolute NO money off of it. Alchemy is a good profession for both raiding and pvp, but it doesn't exactly compliment Engineering. I'd just stick to either Herb/Alch while you level, or go Mining/Herbalism.

Oh I was also going to add what glyphs to use while leveling?
I believe that Evocation will serve you the best. Sure it's a 4 minute cool down, but sometimes you get into a sticky situation where you need a quick 60% health+mana regeneration, and this saved my butt a lot while I was levelling.
Other than that, Mana Gem is another major glyph that I can see being useful (except mana gems suck until level 70). Maybe Ice Barrier glyph once you get to level 40, but you'll find that if you're playing correctly your ice barrier will rarely ever break anyways.
For your minor glyphs, grab slow fall, fire ward, and frost ward. These are spec universal in the usefulness factors.
