676 is the fully raid buffed soft haste cap for holy paladins. It's not particularly important to be at this number, nor is it particularly important to not go over this number.

As Pezz said, it's not that high priority to get over the haste softcap. What's more important is intellect. You will never gem for haste. However, to be able to handle endgame healing you need a good amount of haste.

Stack intellect, but try to go for Haste/Crit or preferably Haste/Mp5 items over Crit/Mp5 items. Until 676 haste.

For shamans and holy priests it is 1269, as they have no haste via talents (and of course you could go higher as CH/HW or GH/ProH will still benefit, but it's not likely you'll get that high). This may be what they're referring to.
Paladins have a soft cap of 676 due to Judgments of the Pure, and HL's soft cap is 1994. The FoL/GCD cap is what you really want though, although going over isn't bad.
For the sake of putting it out there:
Druids have a cap of 856 (or 735 if they specced Celestial Focus). 167 is the soft-cap for a druid specced into Nature's Grace who uses primarily nourish (i.e. tank healer). Going over in this case doesn't do anything as most druid abilities are instants anyway.
Disc Priests it's 154 due to Borrowed Time, or 1012 without the proc (but most priests go based on the 154). As Disc primarily uses FH and instants, going over doesn't help much.
