Try not to completely ignore spirit and mp5, they help immensely; Especially in lower gear levels (ie. leveling, freshly dinged...).
Additionally, your hit trinket isn't doing you any good - I would recommend grabbing a crit or more regen-based one, maybe from a quest reward or a dungeon. Don't gem for stamina; regen options (int/spirit/mp5) Or throughput (SP/haste/crit) are by far superior.
TL;DR - Drop some of the stamina/int based items in favour of int/mp5 or int/spirit based ones instead, as it is often underestimated how much other regen stats help priests in certain situations - as intellect's effects increase as spirit increases, and vice-versa.

Well here are a few tricks you may want to consider:
Shield MORE because rapture can be that much more helpful to your mana regen. If you have a choice between PW:S and Renew, go with PW:S. it'll help YOU out more in the long run and the other player as well.
Also, get a helm with a meta socket ASAP. A Meta socketted with an Insightful Earthsiege Diamond can be incredibly helpful for regen.
As Patty noted, spirit and MP5 cannot be completely ignored at low levels. They can be an enormous chunk of your overall regen. Remember that INTELLECT is a very powerful regen stat with an available replenishment buff. Since one isn't available at all times, consider using that spirit/MP5 gear!

technically, you should be maintaining the weakened soul debuff on the tank, which increases the effectiveness of your heals. Even if the bubble hasn't worn off, you can re-apply it to keep the WS debuff going on the tank.
Renew isn't a BAD spell to use in instances, but I find it's a good "Set it and forget it" healing spell to cast while I drink. Even in Violet Hold regular, you should have one second or two between pulls to catch a quick drink. That'll help immensely! Otherwise, DURING fights, you should really consider using your flash heal instead because its mana cost will be more effective for the healing you get as you are spec'd for cheap flash heals. See this next paragraph.
You may also want to consider using the flash heal glyph over the penance glyph at this stage simply because of your mana issue. It may drop your tank healing output quite a bit though, so decide whether or not it is worth the mana conservation to you. If your tanks tend to take a lot of damage and you depend on that penance to keep them going, then ignore this bit about the glyph.

TALENTS
- I would seriously consider dropping Renew from your "rotation". It's not the disc priest's strongest heal in terms of healing-per-second, or healing-per-mana. That's probably what's draining your mana so fast. Drop the talent points from that and put them into
Healing Focus
(because an interrupted heal could mean the tank's death, thus a wipe) and put the other 3 in either
Spell Warding
or
Divine Fury
.
Personally, I'd go with Spell Warding because I never use Greater Heal.
Pick up
Inspiration
as soon as you can. 10% damage reduction is sexy.
SPELLS
- Try not to forget to use Power Word: Shield on the tank, or anyone who's
taking
damage. Once the shield is consumed by damage, you'll get mana back.
You know how you like to have Rejuv up before casting Nourish? Well, you want to have Weakened Soul on your tank before casting Penance or Flash Heal. Once you make that connection, you'll start to remember to shield more. Remember, if a party member has already taken the damage and you do not expect them to take more, a Shield is unnecessary. A quick Flash Heal or Binding Heal will top them off.
GEARING
- Your Spirit levels are a little low. You are having mana problems because a lot of your gear is missing Spirit, or in some cases even Intellect. Your JC trinket is pretty nice for your level, though. You might not see a hat with a meta slot for a few more levels.
Your +hit trinket should go. You could fit a spirit or intellect trinket in there if you can get your hands on one.
Replace some more of those greens and I think you'll be in good shape.
