Go solo DM?
Do you have any friends on that server willing to help you? Perhaps you might have to faction/server change.

If its level 31 and you are an alliance on cho'gall, cut your losses and delete it. Or if you care enough about it to transfer it, do that. Trust me i play a level 80 toon on the bad side of an unbalanced server (horde elune) and the only way you can raid anything of the current tier is if you are lucky enough to get a spot in one of the servers very few raiding guilds.

As the above poster said, just delete your warrior and roll on a more heavier populated server server (*cough* Cenarius *cough*).

Well, what you should have done is go sit in a city once you got to level 15, and then just queue up for dungeons as tank. Then you'd be able to gear up easily, and wouldn't have problems with PvP.
But, now that you're 31 and you're still wearing gear from your teens and 20's, there's not much you can do.

The server I play on, Kael'thas, is on the same battlegroup as Cho'gall... And I have to say, I've seen a lot of lower level people from Cho'gall in the random dungeons. So it's possible it's happened recently... Or that all of the alliance people are just queuing up for random dungeons while sitting in SW or IF to get to 80.
I'm kind of considering leveling a toon on alliance side and just doing random dungeons, since you don't get flagged until you enter a contested or enemy zone, you would just be in your race's two starting zones, then in your city waiting for the queue.
