Same way as rapid rejuv or quick decay (for druid's rejuvenation or warlock's corruption). It will increase the rate at which FS ticks and falls off. Currently, FS has a 1.5 sec GCD with no haste, and ticks every 3 seconds for 18 seconds. With say, 50% haste, you would drop to 1.0 sec GCD, but it would still tick every 3 sec for 18 sec. With the change in 3.3.3, it would have a 1.0 sec GCD and tick every 2 sec for 12 sec. Resulting in more DPS from the ability, but more casts of FS. However, as dots are high DPCT, it is a DPS increase.
They said they're thinking of changing the FS glyph to provide 30% extra damage when FS crits. So normally it'd crit for 150-200% (depending on talents) and with the glyph it would crit for 180-230%. However, I don't believe that was confirmed - just speculated by a blue post.

I thought the gcd is still reduced by haste despite it being a dot cast?
30% extra bonus on crits sounds terrible, my flame shock does about 675 dmg with about 2700sp an extra 30% on crits which is only 202 dmg. Flame shock is the worst dot in the game by far I and its our only one. The new glyph need to be a buff of at least 50% dot total damage to bring it up to boomkin and shadow priest dots.

Valer, currently the GCD is affected, reread my numbers if you didn't get it the first time.
Giez, increasing crit scaling technically increases SP scaling, based on a factor of your crit (by making it stronger). However, just because it's a DoT doesn't mean it should be on par with spriest DoTs. Different classes function differently.
Heck, even the same class - Immolate isn't anywhere near the dots affliction can pump out. The direct damage portions are more powerful than the other classes, which make up for the difference in damage.

So what happens if it is less valuable? You thank the fact that the old glyph is now rolled into the base (a buff) and choose a new glyph.

Yes I agree with zolikk here on this. I never even bother with the glyph... going with ToW, LB, and LvB glyphs so I can drop ToW, pick up the buff, then drop a dps totem (magma for aoe, searing for single pulls)
The only time I would keep ToW down is if no other shaman is in a raid to drop flametongue and over 50% of dps is spellpower based... the benefit of the slight sp push isn't worth it on 10m levels-
Other raiders doing a combined increase of maybe 500 or 600 dps thanks to the 100-200 sp, but with searing totem alone i can out do that, making for a net DPS increase...
By using this method, and acting as if I was a melee dps (in standing locations etc) i took my barely 4k dps and punched it to over 5.3k dps in the same gear...
a 1.3k dps swing...
