Doing only dungeons is a perfectly viable method of leveling and it's not the slowest. However, it's not as fast questing either. Since it's an alt you will probably have some rested on it usually so dungeon exp feels pretty quick. It's more fun too if you ask me, at least if you don't need to run all the dungeons dozens of times.
So if you do this, I suggest you always do all the quests for the dungeon in question, and, in addition, do quests while looking for groups to the dungeons. Although, from what I understand, the LFD queues are almost instant if you're a tank even in the lower levels.
I used to multibox five characters that I leveled up with RAF just by doing dungeons. RAF exp was actually too quick after SM because I always outleveled the dungeons before getting to them. I still wanted to do all of them, but ended up skipping all pre-TBC dungeons after Sunken Temple because I was already lvl60 and Hellfire dungeons gave so much exp.
Without RAF you might have to run the dungeons a few times, depending on the amount of time quests you can squeeze in between. For a pally (as a pally) I really recommend tanking because the queues are so short and it's lots of fun. You're going to learn all the dungeons really well and, while that's important for everyone, I think it's most vital that it's the tank who knows what's going on.

Running Dungeons for XP is fine, if they're is a variety in what you can run. You'll start hitting spots where you get 1 or 2 dungeons and you'll (probably) start hating life if you just keep doing dungeons. I know between 68-70 you're stuck with UK (Or you could do the BC ones for less exp/mob), 71 you can start doing Nexus, and 72 AN. Either way, 2-3 levels of Nonstop UK is a killer. And questing is a great way to get new gear and such that the instances can't provide.
Either way, my suggestion is to do dungeons as much as you can handle, and when you're sick of doing the same one, Quest quest quest to your hearts content.

As they've already pointed out? Hitting the dungeons, and questing, is not an either-or proposition.
Even at 80, I will go about my questing business while waiting in the LFG queue. The new changes to LFG are a beautiful thing. If you're leveling your Pally as Ret, you can expect a wait of 10-30 minutes after requeueing anyway. Might as well put it to good use.
