Clipping Stormstrike, how bad is it?

Say I have 1 second before SS is off cooldown and I can either LL/FN (depending on which I use last) or refresh Lightning Shield which will drop off if I don't refresh it. Should I wait for or clip SS?

Sure, it only increases DPS by a bunch, why would that be helpful?
As above, it's about 4% dps. Consider how many talent points, glyphs and set bonuses it takes to get to this underwhelming amount. How much easier things can get without Lighting Shield at all, at just the cost of 4% dps. One can always add the shield when the other things are secure.

3 points which have no better place than Static Shock, and up to 3 which are disposable. No glyph. So yes, LS is "weak" but using it is not debatable for best DPS. Whatever, this topic isn't about that.
You should have enough spells at your disposal so that you rarely have a free gcd, I don't find myself waiting on an ability to cooldown ever pretty much.
If I get lucky (unlucky?) with MW procs I often find myself skipping FN, but sometimes I have a small window of maybe 1-1.5 seconds (not counting pause to kit key) before SS is off cooldown and I still have LL or FN to use but i'm not sure if waiting is better than clipping SS.

If you have no charges on your Lightning Shield, it's been demonstrated that refreshing LS should actually be your second priority after a 5-stacked LB. The reason? It does more damage per button push than any other ability you could use at the time.

Never ever stand around doing nothing. If you have half a second on the SS cooldown just use LL or FN or whatever is available. Doing nothing always is a dps loss.

It really depends since if there is let's say no SS stacks left on the target I'd say SS>Maelstrom. But if there isn't SS up on the boss you could use LL, refresh LS, FN, or apply a FS if it's off (If you use FS).
Of course, when there is no SS on the boss and you have both MW5 and SS ready then you use SS.
But if you don't have SS it is better to just MW5 without it instead of standing around doing nothing and waiting for the SS cooldown.
